Resolution:
Bi-National Workers Solidarity Resolution CONSIDERANDO:
Que el gobierno de Estados Unidos y sus títeres de
América Latina y el Caribe no hacen nada por buscar solución a las condiciones
económicas de sus países, que a la vez continúan empeorando junto a la
desarticulación y la violencia social, impulsando sin cesar la emigración hacia
Estados Unidos; WHEREAS: The U.S. Government and its Latin American and
Caribbean puppets do nothing to seek solutions to the economic conditions in
their countries, which continue to worsen and dismantle the society and spread
violence, continuing to drive constant flow of millions of immigrants to the
United States; and, CONSIDERANDO: Que la mayoría de los inmigrantes vienen
de países
donde el modelo de desarrollo ha fracasado, y muchos son de países donde el
FMI, el Banco Mundial y las políticas de liberación del mercado han
desmantelado las economías de esos países y la protección de los derechos
laborales, causando un impacto devastador sobre todos los trabajadores. Las
políticas del FMI han provocado que los trabajadores del sector público pierdan
sus trabajos (como trabajadores eléctricos, los mineros, y los maestros de
México) y la protección legal, así forzándolos a competir en el sector privado
donde los trabajos son escasos, bajando el nivel de los salarios. El TLC ha
socavado las economías basadas en la agricultura y los campesinos han tenido
que abandonar la tierra para emigrar hacia el norte. La presión para inmigrar
“ilegalmente” continuara aumentando; WHEREAS: Most immigrants come from countries where the
international development model has failed and many are from countries where
the International Monetary Fund (IMF), World Bank and free trade policies have
weakened the economy and labor protections, causing a devastating impact on all
workers. In all developing countries, IMF policies have caused
public-sector workers to lose their jobs specifically in the electric, mining,
and education sectors in Mexico, and their union protections forcing them into
competition in the private sector where few if any jobs are available, driving
down wages and working conditions even further. Trade agreements such as
the North American Free Trade Agreement (NAFTA) and the Central American Free
Trade Agreement (CAFTA) undermine the agricultural economies of developing
countries, leading workers to leave the land migrating north. The pressure
to immigrate “illegally” will continue to increase; and, CONSIDERANDO:
Que las políticas migratorias de los gobiernos de
América Latina y del Caribe toman la emigración de sus propios trabajadores
como solución a la crisis económica que enfrentan, sin la opcion Por
El Derecho de No Migrar,
al mismo tiempo que la política migratoria del gobierno de Estados Unidos pone
un muro de contención a la migración en sus fronteras y a lo interno realiza
redadas y deportaciones de los trabajadores indocumentados, mediante la
política del Programa 287 (g), E-Verify, Comunidades Seguras, Programa de
Trabajadores Huéspedes, y más recientemente con la Ley SB1070 en Arizona; WHEREAS: Migration policies of Latin American and Caribbean
governments take the migration of their own workers as a solution to the crisis
they are facing, at the same time, workers are denied the option and or the right
not to migrate,
while the immigration policy of the United States government is to construct
walls at its borders to thwart immigration and internally conducts raids and
deportations of undocumented workers, through policies like 287 (g), E-Verify,
Secure Communities, the Guest Worker Program H2A Visa, and more recently with
the SB1070 law in Arizona; and, CONSIDERANDO: Que los trabajadores
inmigrantes son parte de la
clase trabajadora en Estados Unidos y no criminales y que con su labor ayudan a
la producción de bienes y riquezas; WHEREAS: Immigrant workers are
not criminals, they are part
of the working-class of the United States and their work helps in the
production of goods and wealth; and, RESUELVE: La Convención Nacional
de LCLAA 2010 promoverá por
todos sus medios posibles un cambio en las políticas del gobierno de los
Estados Unidos hacia el Hemisferio Occidental promoviendo políticas con base a
la soberanía nacional de los países, y el desarrollo de las economías
latinoamericanas y caribeñas con base al respeto de la propiedad estatal de las
empresas que explotan los recursos naturales (gas, petróleo, minerales), al
aumento de la producción y del empleo, promover políticas de reforma agraria
que enraícen a los campesinos en su tierra. En resumen, ayudando a aumentar los
estándares de vida para los trabajadores y los pobres; RESOLVED:
The National Convention of LCLAA 2010 will
encourage and promote, through all possible channels, a change in United
States’ policy toward the Western hemisphere by promoting policies based on the
national sovereignty of States and the development of Latin American and
Caribbean economies respecting State ownership of companies that exploit
natural resources (gas, oil, and minerals), increase production and employment,
agrarian reform policies that root farmers to their homeland; in short, helping
to increase living standards for workers and the poor; and, RESUELVE:
La Convención Nacional de LCLAA exige la derogación
de el TLC Y CAFTA y todos los programas represivos contra los trabajadores y
las comunidades indocumentadas en Estados Unidos como los programas 287 (g),
E-Verify, Comunidades Seguras, Ley SB1070 de Arizona, etc.; RESOLVED:
The National Convention of LCLAA calls for the
repeal of NAFTA & CAFTA as repressive measures against workers and
undocumented communities in the United States, in addition, such programs
as: 287(g), E-Verify, Secure
Communities, and the SB1070 law in Arizona, etc; and, RESUELVE:
Nos oponemos en el apoyar Programas de Trabajadores
Temporales y Huespedes (Braceros); RESOLVED: That National LCLAA
opposes any new Temporary
Worker, Guest Worker
Programs, and any indentured servitude slave system; and, RESUELVE
POR ULTIMO: La convención nacional LCLAA
luchará para que los trabajadores indocumentados tengan derechos plenos, como
el resto de la clase trabajadora documentada, y cualquiere systema de
esclavitude; LET IT BE
FINALLY RESOLVED: LCLAA will fight so that
undocumented workers have full rights like the rest of the American
working-class.

GOVERNOR ARNOLD SCHWARZENEGGER'S MINIMUM
WAGE EXECUTIVE ORDER
THE 18th LCLAA NATIONAL MEMBERSHIP CONVENTION
August 3, 2011, Las Vegas,
Nevada
Resolution: Terminate Governor Arnold Schwarzenegger’s Minimum
Wage Executive Order Whereas,
Governor
Arnold Schwarzenegger’s cynical and
retaliatory and mean spirited Executive Order to terminate thousands of state
workers employment and to slash California state workers’ salaries to Federal minimum
wage of
$7.25 an hour is a senseless diversion designed to shift blame from the
California Legislature’s failure to balance the California budget, and
Governor Arnold Schwarzenegger’s failure to provide leadership and protection
to its California State Workers, small business, and citizens who depend on
California State Services; and,
Whereas,
California State Workers and citizens
of State are outraged at Governor Schwarzenegger’s plan to slash state
workers’ pay to $7.25 per hour. California state workers are rallying
frequently all over the state of California, telling the Governor that
workers will not be used and abused, whether in a political budget game or
otherwise; and, Whereas,
while gas costs and home foreclosures
are rising, home values are plummeting and health insurance and employment
loss increasing, California is in crisis, the Governor
has failed to partner with
all unions, and failed to make conditions better in California and is now
trying to use state workers as pawns in a political game to get the
California’s budget passed, while fully understanding the harm toward
Californians; and,
Whereas,
such draconian measures threaten to
seriously damage the lives of hundreds of thousands of workers and their
families, preventing them from maintaining their homes, their children’s
education and their way of life; and,
Whereas,
this order would force public servants
into a state of duress, causing public servants to choose between paying
their mortgages, rent, pay their cost of living expenses, in addition to
choosing between feeding their families, or, signing a contract that denies
them their labor rights while undermining the spirit of collective
bargaining; and,
Whereas,
California Controller John Chiang has taken a
commendable stand in support of state workers and Californians, and has
refused to process minimum-wage paychecks stating “he won’t follow the order
unless a court tells him too” and calling this outrage “political tricks”;
and,
Whereas,
California public, city, county,
state and federal government workers are the backbone of providing essential
public services to the citizens of California, and deserve a fair wage for a
fair day’s work; and,
Therefore
Be It Resolved, that National LCLAA
will fully support and mobilize it’s allied federation’s, AFL-CIO &
Change To Win (CTW), in partnership and in support of those unions who have
already launched their bargaining campaign in their fight to nullify Governor
Schwarzenegger’s executive order and its effects; and,
Therefore
Be It Resolved, any governor or
politician who dictates policies that balances any US State’s budget on the
backs of working people and their families, and uses workers as pawns in a
political budget game, as stated by State California Controller, John Chiang,
as “political tricks”, such persons must be held accountable; and,
Therefore
Be It Resolved, Governor Arnold
Schwarzenegger playing with workers lives and livelihood will not be
tolerated in California, nor shall his retaliatory and unethical practices,
and must be condemned and held accountable; and,
Therefore
Be Resolved, LCLAA National Executive
Board and its convention membership shall write letters of condemnation, and
LCLAA National Executive Board shall also request the AFL-CIO and CTW
Federation to also send letters of condemnation to Governor Arnold
Schwarzenegger condemning his Minimum Wage Executive Order.
